Rangel matter not black and white

House Ways and Means Chairman Rep. Charlie Rangel's sparring matchwith reporters today who questioned him about the propriety of hisinvolvement in fundraising for a City College of New York center bearing his name was worth watching.

Rangel clearly was angry about a story he believes isn't a story.In a nutshell, his position is that the letters his office sent outon congressional stationery were merely form letters. Moreimportantly, they didn't solicit any money, they merely tried tohelpful in encouraging meetings between the foundations and theCCNY. Furthermore, the Charles B. Rangel Public Service Center wasnamed by the school's board, not himself.

Beyond that, he emphasized, these were non-profit foundations hewas trying to get together with college officials, not corporationswith business before his Ways and Means Committee.

A rankled Rangel tried to turn the tables on Washington Postreporter Christopher Lee, usually never a good media strategy sincea rank-and-file reporter is no match for one of the nation's mostpowerful men who looked like he was bullying the reporter.

But Rangel clearly felt he was more sinned against than sinning.Here's a snippet of a transcript provided by the Washington Post :

First of all, I normally advise people, as I have been advised, notto respond to these allegations that I abused my congressionaldiscretion in writing on behalf of a school institution named afterme because it would blow over; or, as more often I've advisedmembers, that remember you don't have as much ink as the printersdo.

Rangel then announced he was making an exception, however:

So one of the things that I would use, hoping that it might catchon, is that I'm going to see how much damn ink The Washington Posthas.

So to that extent they -- another potential headline is, "RangelInsists That the Ethics Committee Investigate the UnfoundedCharges," because, first of all, nobody that can read is going tobring any charges against me, including The Washington Post, which,of course, I encourage them to do it, because then they have tofollow their own foundless story, and at least that gets somecoverage on this in The Washington Post.

And I would want to make certain that other members are in theposition to know what they can or cannot do.

As to the allegations, I challenge The Washington Post -- and ifyou can find some word a little stronger than that -- to show oneline in any of the letters that I have sent out on behalf of theCity College institution, which their board of directors decided toname after me, where there's a solicitation for funds.

RANGEL: In all of the letters that were sent to not-for-profitfoundations, rather than as they say to people who may havebusiness before my committee, I encourage them to meet with CityCollege to learn more about the program.

In the three areas that you can say is not listed that I waswriting to a foundation, one of them was writing to DavidRockefeller, and in my mind -- I was really writing to theRockefeller foundation, but if you want to say David Rockefellerhas business before my committee -- well, he wakes in the morning,I assume, just breathing he has business before my committee. Butit was a Dear David letter. And I've known the guy, and his brotherbetter when he was governor of New York.

The other one was Jack (sic) Greenberg, who while he was theexecutive director and (inaudible) the CEO of AIG -- that's theAmerican Insurance Group -- the only discussions I've ever had withhim was our shared experience in Korea, where we both earned theBronze Star. And in talking and writing the letter to him, again,he was known, as he is in the philanthropic world, as the CEO ofStarr Foundation, which is one of the largest in the country.

The third exception is Don Trump, who on that letter, which was oneof the letters that I know is in the possession of The WashingtonPost, is a handwritten note that I'm sending him the material as herequested. And, of course, he has no issue before the committee.

RANGEL: I might add that one of the people that have been out thereencouraging contributions, private and public, has been thelongtime district attorney of New York County, in terms of this.

All of my public life, I have felt that there has been such a gapbetween the ability to get an education and success in America. AndI've spent a lot of time in the Ways and Means Committee trying toencourage the private sector to make more of a contribution interms of working with the education resources we have in thiscountry, because I truly believe -- unlike some people, CondoleezzaRice and I believe that lack of education is a threat to ournational security.

And I'm just so proud of the almost monthly meetings I have withthe Business Roundtable, not just in talking about trade, butencouraging and asking them to fulfill a bigger obligation to theirlocal and public and private institutions of learning.

As I wrote earlier, Rangel is one of the best in Congress when itcomes to rhetorical combat so a strong and effective defense wasexpected.

Rangel may be right that nothing will come of an ethicsinvestigation, if one is held at all.

And after listening to Rangel, the whole situation seems far fromblack and white. It shows how complicated ethics can be.

Yes, there is an appearance issue. When the school named the centerfor him, it would have been exceedingly odd if it hadn't crossedthe minds of school officials that there could be some fund-raisingadvantages from that down the road. Rangel even suggested as muchtoday.

There's the aspect of his power. As chair of the W&M commission,even a form letter from Rangel's office gets the attention ofdonors in a position to give money.

He may not have specifically asked for money for the school in hisletters, but wasn't the purpose of the letters to get foundationpeople together with school officials so that the school officialscould solicit?

But Rangel really can't be blamed for the school naming itspublic-service center for him, even if school officials thought itwould help fundraising. Congress doesn't have a rule thatuniversities can't name a building or center for a sittingcongressman.

And as a congressman who represents Harlem, doesn't Rangel have anobligation to help institutions in his congressional district, eventhose named after him? Doesn't sending his letters to thephilanthropies arguably fall into that category?

Rangel said one of the most important things an ethicsinvestigation could do is provide clarity on where the line is inmatters like this. That would be a welcome outcome.

Due to the lack of a control mechanism, prices of foodstuffs areincreasing at an alarming rate.

In the last six months, price of a 30-kg bag of Mansuli rice hasgone up to Rs 880 from Rs 740. The price of 20 kg-bag of Basmatirice has risen to Rs 1,400 from Rs 1,200. Per litre price ofsoybean oil has jumped to Rs 140 from Rs 110, while the price perlitre of mustard oil has climbed to Rs 150 from the earlier priceof Rs 120.

Binita Ghimire sells roasted maize at Old Bus Park in Kathmandu.Though the Ghimire family toils from dawn to dusk, the income isnot enough to make a decent living.

"With Rs 100, we used to manage square meals in the past. Now, themoney is just enough for one meal," Ghimire, who is living at arented room in Khasibazaar with her husband and son, said.

She earns Rs 100 to Rs 150 a day. Her husband Sambhu, who works ina sweet shop at the bus-park, earns Rs 3,500 a month.

"Though we have been compromising on the quality of food, we havebeen finding it difficult to earn a livelihood," she added.

Hoping for a better life, Mahindra Ram, 64, came here from Bara 10years ago.

Ram, a cobbler by profession, works in the pavement of Bagbazaar.He and his four cobbler friends live in a rented room at Bagbazaar.

"We eat to sustain ourselves, not to savour the taste. We haven'teaten meat for months," he added. He said that he had stopped usingvehicles to travel short distances so as to save some money for hisfamily.

"Prices of foodstuffs have gone up, but our service chargeshaven't. No one will come to mend shoes if we increase our servicecharges. Instead of mending old shoes, people will buy shoes," Ramsaid.

Uranium-bearing liquid leaks from underground pipe at French...

PARIS : Uranium-bearing liquid has leaked from a broken underground pipeat a nuclear site in southeastern France, the national nuclearsafety authority said Friday. It was the second leak discovered ata French site this month.

Experts are working to determine how much leaked uranium is presentat nuclear company Areva's plant in the town of Romans-sur-Isere,the Nuclear Safety Authority said in a statement. Specialists areto work to clean up the site.

The communique said the pipe is believed to have ruptured severalyears ago. It added that the pipe "was not in line with theapplicable regulations, which require shock resistance abilitysufficient to avoid rupture."

Areva spokesman Charles Hufnagel said the leak of lightly enricheduranium did not spread outside the site and had "absolutely noimpact on the environment." He said the factory hoped the leakwould be classified as a level 1 problem — the most minor ofseven possible rankings.

Still, the announcement was a new blow for Areva after a similarincident last week, when a liquid containing traces of unenricheduranium leaked from a factory in Tricastin in southern France.Areva said that problem "did not affect either the health ofemployees and local populations, or their environment."

As a result of thisliquidity crunch other banks, especially smaller banks, have seenthe cost of funds from products such as certificates of depositcost 100 basis points more than would be expected given the presentFederal Funds rate during previous periods. In the past,Cornerstone has been able to grow its balance sheet to offsetinterest rate compression, but in 2008 there is much moreuncertainty and not as much readily available capital to fund suchgrowth. Cornerstone believes the rest of 2008 will be a challengeand will use the time to build its capital and liquidity. The Bankcontinued to grow loans during 2008 but at a slower rate as loans,especially commercial real estate loans, increased to $384 million,an increase of 10.9% over the same period during 2007. TheCompany's performance metrics pulled back to normal peer levels.ROA was 0.95% for the second quarter of 2008 compared to 1.54%during the second quarter in 2007. ROE was 11.5% during the secondquarter in 2008 compared to 15.4% in 2007.

Mae and Freddie Mac, two giant US mortgage corporations, had to berescued by the Federal Reserve and US treasury, sending investorson both sides of the Atlantic into a spin about what next mightbefall a deeply beleaguered banking sector.

With the attention of the City focused on the bearing struggling shareprice, Hornby also confirmed a long-running rumour that the bankwas to make job cuts. The announcement that 650 of its 65,000employees were to be axed across the UK made local headlines butwent almost unnoticed by the markets who were more concerned thatthe 4bn issue of new shares would get away smoothly.

Although B&B got investor backing for its critical 400m rightsissue rescue on Thursday, its executives came in for furthercriticism from shareholders. SLI, the buy-to-let lender's topshareholder, backed the rights issue but warned that it now neededto see action. "We look to your board to take steps to restorevalue to our clients' shareholdings in B&B," said Guy Jubb, head ofcorporate governance at SLI.

And while Barclays secured 4.5bn from investors on Friday tobolster its balance sheet, the bulk of the money will be providedby "anchor" investors led by Qatar, China and Singapore, ratherthan ordinary shareholders.

Against this grudging support, the board of HBOS will be hoping toplacate anxious shareholders and will do so by arguing that thebank is fundamentally sound. John Wriglesworth, economist at theWriglesworth Consultancy, said: "There's nothing wrong with HBOS'sstrategy. Of all the mortgage banks it is the only one that willsurvive as it is. It shouldn't change its strategy."

But analysts are divided on whether it is a likely takeover target.Spreng said: "There is no doubt that there's potential for atakeover. When the share price gets to a level where it isperceived as cheap, it leaves it open to potential suitors."

While Hornby has survived the rights issue, he must now regain thetrust of the City and investors. In March he proved he can takedecisive action when he moved quickly to quash rumours that HBOSwas in trouble after short-selling forced its share price toplummet. At the time he said: "I went on the front foot and issueda denial straight away."

But he has also been accused of errors of judgment, including hisdecision to go to London to address analysts rather than attend thebank's AGM in Glasgow in April.

Hornby will now be urged to move on from the current mire andexplain to employees, shareholders and customers exactly whatHBOS's strategy will be in the post-credit crunch era. He may haveto decide whether it is committed to being primarily a mortgagebank or if it should evolve into an all-round bank in the mould ofHSBC.

The next few months, or even years, will not be easy for anyfinancial institutions and Hornby is under pressure to prove he isa safe pair of hands, with the maturity and confidence to steerHBOS into better times.

New Delhi (PTI): As the government said it was open to the idea ofamending the domestic law to counter the impact of the US Hyde Acton the country's energy security, a top former nuclear scientist onSunday said it would have no influence on American actions in caseIndia conducted another nuclear test.

Maintaining that the Atomic Energy Act could certainly be amendedto ensure private participation in the nuclear power sector, formerAtomic Energy Commission Chairman P K Iyengar said in a statement"if we pass a law saying that we will retain the right to test, itwill have no influence on the actions of the US.

"If and when we test, they can simply quote the 123 Agreement andthe Hyde Act and pull out all their nuclear materials, leaving usdevastated."

Observing that many people including parliamentarians weresupporting the Indo-US nuclear deal due to certain"misconceptions", he said just as the Hyde Act was "not binding onus, our laws are not binding on the US".

AFTER MY RECENT visit to the west - to primarily assess the effectsof the commercial drift-netting ban on salmon stocks - I can reportthat there has been a significant improvement in the quality andquantity of salmon returning to their rivers.

We are now almost two years into the ban and already fisheriesmanagers are experiencing greater runs, an absence of net marks anda typically more plump, rounded salmon.

Also of interest are the very large salmon arriving in our riversthis year. Earlier this month, a salmon of 11kg was caught on LoughMelvin, and two weeks ago the River Bandon in Cork produced a fishof 12.5kg, the biggest salmon caught in Ireland since 1991.Anglers, too, are beginning to regain confidence, returning totheir favourite rivers with reasonable expectations of catching afish. Some hoteliers and guesthouses report an upsurge in bookingsthis season - a welcomed rejuvenation after the ominous predictionsof two years ago.

Of course, it will take perhaps another two years before we cansafely say our rivers are back to sustainable levels and thatsalmon angling has returned to pre-driftnetting days. However, ourhosts, Fáilte Ireland, can confidently begin to redevelop thedomestic and overseas market in salmon angling with the assurancethat a remarkable revival is indeed under way.

My first port of call was the Galway Weir. Fisheries manager SeamusHartigan was in jubilant mood, as the Weir is enjoying one of itsbest run of salmon for years. Last week alone, 143 fish werelanded, mostly grilse up to 3kg. Fly accounted for 82. "We arefully booked up to end of August," he said.

The magnificent new Fisheries Board offices overlooking the weirare due to open next month. The underwater camera on display showsthe salmon prior to ascending the fish pass. This spectacular featof technology is available live on the internet atwww.wrfb.ie/fishcam.php. The advice is not to stay all daywatching, as there is a bandwidth limit of 10 simultaneous users.PS: It is my intention over the next two weeks to profile thefishing houses and salmon fisheries I visited on my tour of thewest.

Soldier finally returns, bearing scars - and hope

"Why should I be depressed?" Srisourath said."There's no reason to be depressed. Stuff happens. It's theway life is."

Srisourath, the son of Laotian immigrants (his father, Bo, workedwith U.S. troops in Vietnam) once considered making a career of theArmy. That changed the morning of Nov. 18, 2006, when he and hisplatoon, stationed near Fallujah, headed out on patrol.

As Srisourath, driving a Bradley fighting vehicle, peered throughhis periscope, he heard "this huge explosion."

The Bradley had hit an improvised explosive device. The blast blewhis knees into his chest and his head into the metal hatch,knocking him out. When he regained consciousness, he saw a"big old hole underneath me.

"Holy crap!" he said to himself. "I just got blownup."

He grabbed his gun and tried to stand, then felt excruciating painin his left heel. He was rushed to Camp Fallujah, where doctors cutoff his boot and confirmed the worst -- most of the heel was gone.

"It was just complete powder," Srisourath said. "Mywhole heel shattered into tiny pieces like glass and shoved up intomy ankle."

Srisourath was sent to military hospitals in Germany and then SanAntonio, undergoing more than a dozen surgeries to save the foot.

At one point, he had so many bolts and staples that his foot"looked like a hardware store," he said.

Setbacks and pain were constant.

Once, when stitches broke, the heel got so badly infected that ittook five months to heal. Then his body rejected the pins placedinside the foot, and he was hospitalized another four months totreat a new infection.

"It just hurt to breathe," he said. "A couple oftimes I really wanted to chop my foot off because the pain was sobad."

In July 2007, eight months after the blast, Srisourath finally gotthe OK to try walking. After so many months in a bed or wheelchair,he was ecstatic.

"I felt so tall," he said.

Within weeks, he progressed from crutches to a cane. By autumn, hewas moving well enough that he could drive. The progress gave himhope that his mobility would improve and the pain subside. So far,neither has happened.

Forklift driver Brian rises to the top

This employee from the Fylde's only nuclear site doesn't afterreaching the final of one of the UK's more peculiar competitions.

Brian Foster, a process operator at the nuclear fuel manufacturingsite at Springfields, near Salwick, has won through to the nationalfinals of the forklift truck driver of the year awards.

Brian, who has been operating forklift trucks since 2000, wasinvited to enter the competition as a result of his outstandingresults in an operator refresher course.

After breezing through the first stage, an online theory and hazardperception test, Brian reached the

northern regional finals.

He said: "During the regional finals all the drivers were putthrough their paces, both practically and theoretically, with aseries of challenges designed to assess operator ability andskills."

Brian beat eight candidates in the North West to go forward to thenational finals in September.

He gained his qualifications through Training 2000 in Blackpool.

Steve Gray, chief executive of Training 2000, said: "Wecongratulate Brian who thoroughly deserves this award.

"We wish him every success at the national finals in September."

Austrian Airlines says forklift hit jetliner at New York's J...

VIENNA, Austria : Austrian Airlines says a forklift truck struck and damaged one ofits aircraft while unloading cargo at New York City's JFKInternational Airport.

The Austrian carrier has issued a statement saying no one wasinjured in Thursday's mishap. But it said the plane was unfit tomake the return nonstop trip from New York to Vienna, andpassengers were booked onto other flights.

The airline said about 200 passengers were affected.

Austrian Airlines said Friday the damage was expected to berepaired and the plane was due to return to Vienna on Saturdaymorning.

SKF Profit Climbs to a Record, Driven by Europe, Asia (Update4)

July 15 (Bloomberg) -- SKF AB , the world's largest bearings maker, said second-quarter profitclimbed to a record, driven by demand from the mining and energyindustries in Europe and Asia.

Net income rose 8.8 percent to 1.34 billion kronor ($224 million),or 2.94 kronor a share, SKF said in a statement. Analysts predicted profit of 1.25 billion kronor. Sales gained 7.4 percentto 16.07 billion kronor, beating estimates.

SKF, a bellwether for its client base that spans energy andconsumer appliances, boosted production last quarter for the firsttime in a year. The Swedish company plans to expand a factory inits home town of Gothenburg making large bearings for miners andpower turbines. Chief Executive Officer Tom Johnstone forecast demand will advance this quarter, with ``significantlyhigher'' sales in Asia and Latin America.

``Cash flow was strong and the main risk to the numbers -- that rawmaterial costs would hit margins -- failed to materialize,'' Ben Maslen , a London-based Merrill Lynch analyst with a ``neutral'' rating onthe stock, said in a note to clients. ``The outlook for the thirdquarter remains solid.''

SKF added 2.5 kronor, or 2.7 percent, to 94 kronor in Stockholm,making it the best performer in the OMX Stockholm 30 Index, whichfell 1.4 percent.

Margin Squeeze

Other growth markets included agriculture, fluid power, industrialgearboxes and construction equipment. Today's earnings should helpease investor concerns that demand is slumping at the same timeraw-material costs are rising, Kaupthing analyst Joakim Hoglund said in a note today.

SKF and other capital goods suppliers face margin pressure fromboth rising input prices and slowing demand in markets such asautomotives and consumer appliances. Sandvik AB, the world'slargest maker of metal-cutting tools, and Atlas Copco AB, the No. 1maker of air compressors, also report quarterly earnings this week.

``SKF is a good trendsetter in terms of its earnings, especiallyfor companies like Atlas Copco and Sandvik that are dependent onthe European market, and it sounds as if things are going to beslightly better during this quarter,'' said Mats Liss , an analyst at Swedbank with a ``buy'' rating on SKF.

The automotive division accounted for one-third of business lastyear. SKF supplies bearings and seals to Fiat SpA and Renault SA,together with its Nissan and Samsung affiliates.

``We expect the North American automotive business to be weak alsoin the third quarter,'' Johnstone said in a telephone interview.``In the European market it's clear that June new car sales figureswere much lower than we've been seeing earlier, and we expect thatto have an effect.''

Mexican Plant

Johnstone is accelerating the transfer of a plant in Glasgow,Kentucky, to Mexico in response to falling U.S. auto demand. Thereare no plans to move other production lines, he said.

The company gets less than 10 percent of sales from the U.S. car and truck market, where dealers are bookinglosses to keep stocks moving. There's an increased risk of aslowdown in Europe, JPMorgan analyst Nico Dil and colleagues said in a note yesterday.

Heavy trucks in Europe and motorcycles and mopeds in Asia liftedthe division's sales. Overall automotive demand will be littlechanged in the third quarter, SKF said.

Another third of sales comes from industrial customers, includingSiemens AG and Electrolux AB, who use bearings in washing machinesand generator turbines. The industrial division now generates closeto half the company's profits as its customers order large bearingsand custom work where margins are wider.

The services unit, which monitors and maintains customer machinery,passed the auto division in sales last quarter.

SKF is targeting the growth markets of wind power and mining. Theslowdown in European industrial production is still limited to theU.K. and Spain, Johnstone said in the interview.

Third Quarter

``Demand in the third quarter is expected to be higher in Europe,slightly lower in North America, and significantly higher in bothAsia and Latin America,'' the company said.

Johnstone aims to get 6 to 8 percent sales growth in localcurrencies this year, and a 12 percent operating margin. Thecompany's market share is about 19 percent and it competes withGermany's Schaeffler Group, and Canton, Ohio-based Timken Co.

SKF has increased prices as much as 10 percent this year tocompensate for scrap steel costs that have almost doubled on economic growth in China and emerging markets, Johnstone saidtoday, repeating earlier statements.

The margin for the quarter narrowed to 13.3 percent compared with13.5 percent last year as scrap steel prices doubled in somemarkets. Margins in the industrial division widened to 13.7 percentfrom 13.3 percent in the quarter.

A COUPLE have hit out at yobs who fired ball bearings at themduring a family party claiming their actions could have killedsomeone.

The Doncaster family were holding a barbecue attended by about 30friends to celebrate the husband"s birthday when they said fivemetal balls were fired at them, one of which hit his wife.

The family, who did not want to be named, said two of the quarterof inch bearings smashed a bedroom window of their Hatfield homewhere the couple"s teenage daughter was with friends.

They have now said more needed to be done to stop similar incidentswhich could seriously injure or kill someone and called on parentsto make sure their children did not have catapults or ball bearingguns.

The husband said: SThere were 60 and 70-year-olds at the partywho at first thought it was a gun.

SMy daughter was in her bedroom with friends when it happened.

SIf it was not for the double glazing it would have gone straightthrough the window and could have killed someone.
